Seem to be the same in everyway (number and supplied box art).
The linked 'double' contains the better image and release info.

I can't see it clearly enough - however I suspected that was a stamp of some type? Not a new box.
I tried to find a better picture of box art with a 'CE' yet seems to be none out there.
Not that that means it isn't a different box, just that the ten or so boxart pictures I found didn't have it, so if from factory, it is rarer.

They show as being from different years,,so, the newer one might show up more in photos online. The older one is "pre internet explosion days",,,,,also, shouldn't the Z racer and the R-1 racer have timelines independent of each other?,,,,,unless they are the same tooling and don't have the different parts in them, that is. If they have the same parts, then the 1987 release should be a rebox of the 1978.

The 'CE release' would likely be a later release seeming as 'CE' is related to the Euro Union, and Williams Brothers is a US company, so while they maybe re-boxes of each other, the non CE kit should be the originating kit, no? There would seem to be more recent re-boxings (new art) for this kits too.

I'm discussing this only, to try to help out,,,,,,,,because I don't even know if the Red kits are from the same molds as the Yellow kits. If we knew that, we could fix that timeline, get all four kits on the same one in order, and call the last three the "re-releases", that would let the "19xx" kit fall after the first red kit, and before the 1987 (set as a "re-release" of the 19xx), with the 2009 as the last one (as a "re-release" of the 1978)

I'm also discussing only to help out - my comment was just to mention my feeling on the 'CE" which is currently marked as the new tool. If there is indeed to boxings with close art, my feeling is the CE is the later, as a discussion point only too.

I only noticed the difference. I have no further knowledge of these kits.

The CE mark on the first kit above is a stamp from the importer "International Hobbycraft (U.K.) Ltd." It is the importer that must sign the declaration of CE conformance. Since this is specific to one importer and one market, it must be a stamp and not printed with the rest of the cover. My guess is that these are the same kits. They should be merged.
